Electric Wet System

I got an electric wet system installed 2 years ago, working well except the heater in the living room is not putting out as much heat as other radiators. Radiators are Purmo and I think double convetor (two wavy bits inside not one).

Does an electric wet system require bleeding like a normal central heating system? If so, do you use the same key?
