hi everybody,having kitchen refurb and builders electrician says hes not part p but will be issuing minor works cert as he 17th edition,2391 and 20years qualified,is this true and do his qualifactions superseed part p,any help well
folllowing answr to above first fix now complete by electrician,is it to late to register to labc

No, they don't supersede the builing regs (Law).
If he is not a member of a competent person scheme (NICEIC, NAPIT, ECA, ELECSA etc) then the work should be notified to your LABC and a fee paid prior to the work starting.
Some LABCs are now allowing electricians to register with them and if they do the inspection and testing themselves the fee is reduced.

It will be much less hassle for you to find an electrician who is a member of a competent persons scheme.

What ever happens, this work needs a buildings regulations certificate issuing for it, as well as a minor works certificate or electrical installation certificate depending on what work is actually carried out.

cheers just had few extra sockets which are now plastered and some new downlights,i think ive been had???

Do not pay the bill until you get what is legally required.

If an electrician does work in a kitchen, bathroom or outside then he must notify the works to the local authority. To do this himself he should be on this list:

If he's not there, tell him to go away and use someone who is.
