Electrical Shock from Upstairs Shower Room

Can someone please help?....Had a brand new Electrical install on a 6 Bedroom HMO Property in Nottingham (I live in London, hence can't get up there readily) only about 2 years ago. The upstairs shower room, shower and basin taps, are giving electrical shocks (Not an Electrical Shower normal Hydro). Below the bathroom is the kitchen (an LED bulb is flickering in this kitchen (may not be related to the fault)).
The whole house has LED Panel lighting with LED spotlights in the 2 Shower rooms and Kitchen.
New Wylex Consumer Unit with all RCBO's fitted. I have an Emergency breakdown cover with "Your Repair" (Absolutely Crap Company) and have not been getting the service I've paid for (but that's another issue!!). Please can someone advise apart from the obvious; leak from a pipe maybe hitting the electrics somewhere or an earth fault. Because none of the RCBO's are tripping. Another clue (again may not be related)...the tenants were complaining that the kitchen Hob C/B keeps tripping now and then!...but that was a few months ago and they haven't mentioned anything about it since.
Any advice will be greatly appreciated. Thanks in advance :).

You need to get an Electrician in there sharpish imho to localise the issue and rectify any problems.
