Electrician stole £4K of electricity from neighbour. How?

Cliff notes:

1. Dodgy Electrician (DE) lives in block of flats

2. DE cut hole in plasterboard, then used Henley blocks to split electricity from neighbour supply to his flat

3. DE then Covered all of this up with a picture frame

4. DE got rumbled when a sparky came out and noticed what was going on


Could any of the sparkies explain how this was possible using a practical example?

Please explain it to me like I am 5 years old.
