Emulsion over gloss

I need to paint over some gloss with emulsion (looks like a bad job painting skirting boards left a load of gloss on the wall).

What prep should I do to the gloss?

I have a spray can of Zinsser Cover Stain - will that work?

Nah, that's overkill. Just sand down the glossy bit to remove any sheen and then paint as normal. I take it it's not half way up the wall, more an inch or two? Should be fine.

I forgot to mention that it's on lining paper and doesn't look sanding friendly.

Give it a coat of oil based undercoat and when dry recoat in emulsion as before.

I'd be inclined to cover the gloss with Zinsser Bin rather than anything oilbased.
