End panel battery voltage

On a Scantronics 9751 what is the correct battery voltage to set for charging float rate.
When up and running (no recent power interuptions etc) I have found my battery voltage to be rather variable - I don't mean the cycle but the peak battery terminal voltage. I do wonder if I've been looking at this wrong but in the past have found the level a bit low and raised it a touch. This time around I found the peak to be 14.1v which I thought was too high (and reduced it).

Given the 'charged' cycle look a bit like the graph below, where would you set the maximum to be ?
Is there any secret guidence from the original Scantronics (I bet Cooper/Eaton have no input for this range).
The graph may look distorted due to (a) Resolution of logger was 50mV and (b) minimum time period was 1s - but is useful otherwise.

Regular Yuasa NP7-12 SLA battery fitted.

13.8v …..but seeing it’s an old panel and components tolerances could change then it could get higher
