Extension permission (Glasgow)

We would like to build an extension with 3 floors, with the first floor being like a basement garage, meaning digging up the drive, other 2 floors will be level to the existing house. Single storey extension round the back budget permitting, so would be looking to dig up most of the garden.

Obviously it would all need planning permission. But would there be an issue? Anybody have roughly an idea of the costs involved? We live in Glasgow. The house is an end terrace and on a corner and is about 9-10 feet above street level. Pic attached.

It doesn't look like 10ft above street level!
Your garage would be underground..
Loads of obstacles to overcome, drainage, re-routing services etc.
 
It is about 9 foot something above street level, the picture is quite deceptive, the drive is awful steep and not all cars can make it up, and God forbid it's a lower one it scrapes all the back/bottom.

But yes I do see a lot of obstacles, but have seen it done similarly nearby. Just thinking of a budget, house is nearly paid off as we put down a big deposit for a short term mortgage, and we have a budget of 120k.

I doubt the existing foundations for that gable wall are 2 metres deep so you would be looking at underpinning the existing house if you need to excavate out the basement garage level. With that and excavating the garage I would say the budget would be up around £150k and looking at the house I would be surprised if that kind of expenditure was a good investment.
