Another silly Part P question.

I'm thinking of installing a light on the outside wall of my porch. Am I allowed to run the cable directly through the cavity wall (on a horizontal basis) to the interior of the house and then channel it up the wall (plasterboard) to the lighting circuit? Also do I have to notify LABC?

Yes you can go through the wall but you should fit an isolation switch and this better installed on a fused spur off the ring main.

Its not notifiable but Part P building regulations do apply. It is your duty to comply with them so get a copy and read them.
 
And you should run the cable in conduit (PVC will do), to avoid mechanical damage and in case anyone ever installs cavity wall insulation.
