Exterior render - painting

Hi all, hope someone can help me out here.

I am going to paint the exterior render of my 1930's semi.
I have taken back the loose and flakey paint that sits on top of the render.
The render itself seems sound - no hollow noises...

My problem is that the render surface is now patchy (approx 0.5mm hollows) and I am assuming that this will show if I paint over it as is.

Do I need to remove all of the existing paint or can I feather the edges in? I'm not sure how thick masonary paint is I guess.
