External Damp after rain

Hello.

I've noticed a damp part on the external wall after rain. Seems to grow from below the soffit. Is this a job for a roofer or damp specialist?

Gutter over flowing?

Not the gutter as far as I can tell. Cleaned it earlier in the summer and found little build up of gunk.

The fascia should not be that dirty. Either the verge caps not discharging into the gutter, or the eaves felt not discharging into the gutter.
