I have just started the loft conversion which is under the projects section on the site

Day two and we hit problems, the good news was that we have insulation all they way up the external wall the bad news was that it is soaking wet. The builder seems to think that this is caused by the external rendering letting in water.
Could this be the case and what is the best way forward?
I could repaint the wall again but I'm not sure this would be a long term solution. The previous paint was cracked and had now been sanded ready to paint, the paint used before was Albany Masonry Smooth paint.
The only other way forward I can see is to remove all the old render and re-render and paint with a better paint?
