External Tiles over concrete path with gaps - any solution?

Hi all,

I am doing up small front garden which currently has concrete everywhere - aiming to dig out a bunch of the concrete (as it currently goes right up to airbricks) and replace mostly with gravel. Trying to keep costs low where I can within reason and doing it myself. I had thought I could use the current concrete path as a base for a small tiled entrance pathway from the front gate to the front door. I'll be using a Stihl saw to cut up the concrete so can cut a straight line to create the path. However, the concrete has been laid in sections so there's a small gap between them in the middle of what would be the tile pathway, and there's also a small thin section where it seems the concrete has fallen in. See photos. Is there anyway to plug these gaps to create a solid base for the tiles without ripping it all up and starting again? Would be laying 9mm porcelain tiles on top.

I've done internal hall tiles over a broken concrete floor by using self levelling compound but because the external pathway needs a gradient for water run-off I can't do that.

Any thoughts or recommendations much appreciated!

9mm tiles outdoors? You'll need a smooth stable concrete base.

Put a step by the back door whilst you're at it.
 
Thanks for your reply! Just to update I took your advice - stripped out the old stuff and laid a new concrete path over hardcore including adding in that step!
