External Wall pointing - Damp

I need some advise please, I live in a house which was built around 1950-1966. I have an issue where the damp is coming inside the house. Only one wall is impacted and it shows up pretty bad around my kitchen window. I can see water marks on the wall when it rains heavy.
I've got a a few people out to get some advise and they have all advised differently and left me scratching my head. I have attached some photos.

1. You will notice that mortar is coming out from the brick work and needs attention. Could this be cause water and mould inside the house just on one wall? Other walls are fine. Repointing should fix it
2. One builder said that rendering needs to come off to look at the brickwork. His words were "under the current rendering it could be good quality brickwork, and it is just a case of needing to re-point or it could be poor brickwork and it needs re-rendering completely.
3. Another builder said that there is a slight wall tie failure which has caused bulging, which has created an entry point for water ingress. There are cables that also need removing and filling

that is 3 different contractors who have advised differently. Could I get some thoughts on this please?

No cill projection on the first-floor window would be a major contributory factor to damp brickwork below it.

The pointing does look like it's in need of replacement too, to the elevation generally

Those would be the priorities.

If the render is sound and attached, then just have it repainted with a suitable masonry paint.

There is no evidence of wall tie failure from those photos and angles
