External water tap

I want to install an external water tap on the house front, to water the front garden, wash the car, etc.

Is it possible (or allowed) to take the supply off the pipe coming from the mains, outside the house, such as with a tee junction connector? as there is no plumbing on the house front.

Allowed - no.

Everything should be after your internal stopcock (one valve to control everything).

Without double-checking, I believe that you're prohibited from doing this, because the mains has to stay buried outside the house and rise within it.

In any case it would be an unwise thing to do because you'd have no guaranteed way of shutting off the supply - you can't rely on the service valve in the pavement being both available and functioning.
