facia on top of facia

Just curious but we bought a house a few months ago that has had new facia/soffits and guttering all around. Noticed some dripping along the garage guttering and was due to broken felt near the ends. Fixed this with support trays.

When looking around the garage, the overhand is not that long. Seems they have fit the facia over the existing facia. Just want to ask whether this is normal practice or a lazy way?

Doesn't seem to have caused any problems around the house, but something for me to be mindful of

Not sure. The house is 1996. It has Artex ceilings but the builders would have needed use a very very old bag to contain it
