I am siting a pir light outside and intend to power this from a plug socket in the adjacent bedroom via a fcu. The fcu has a 13amp fuse do I need to replace this for a lower one ?

It, technically speaking, depends on the cable you are using or the manufacturer's requirements (if correct).

However, just put a 3A fuse in and all will be well.
 
Hi what wattage is the lamp ?
Presumably not greater than 690W - so, as has been said, a 3A fuse would be fine (and would be OK for essentially any cable one might contemplate using). Indeed, if it is less than 230W (pretty likely), even a 1A fuse would be adequate.

If you are installing an external light which is supplied from your electrical system and fixed to the exterior surface of your house then you should ensure that reasonable provisions are made to enable effective control and/or use of energy efficient lamps. Two options for achieving this are:

Installing a lamp with a capacity which does not exceed 150W per light fitting and the lighting automatically switches off both when there is enough daylight and also when it is not required at night
Ensuring that the lighting fittings you use have sockets that can only be used with lamps having an energy efficacy greater than 40 lumens per circuit-watt.
 
The pir will have a 300w halogen bulb fitted.
In that case, you would need the 3A fuse (1A, even if you could find one, would not be sufficient). However, take note of what PBoD has said about regulations concerning the permitted size/power of external lights.
