Felt inside loft

Hello there -we currently have our house up for sale -and the surveyor that came for the buyers saw that the felt (torching)(tar paper) in the loft was past its best-torn in several places.The roof tiles are sound -no sign of any water ingress or damage to the wooden structures up there.He said he thought that if we had a storm and water did get in and cause any damage/the insurance people would probably not pay to put it right!. Presumably he's told the buyers that.Consequently our buyers are insisting we replace the roof.!we've been in this house six years -had loads of storms -and no problems to date.What should we do?We had thought we'd staple a membrane to the eaves leaving a gap the depth of the eave.This house was built in1947 -it would be a sin to mess with this roof as it doesnt leak! And by the way -it was exactly like that in 2018 and we chose not to do anything about it with a " if it ain't broke -don't fix its frame of mind.Your advice would be most appreciated.
