Fencing Boundary up concrete steps

Hi,

Not sure if anyone has any ideas on this. We live in a terraced house where the back garden is going up a very steep slope. The boundary between the neighbour's and our property is up the centre of some steep concrete steps. What would be the best way to fit some fencing that will give some privacy up these steps? (Each step is about 6 inches height and width and total gain is about 3 metres height).

how wide are the steps? (if you put a fence up the middle are you making them too small to walk up either side?).

You could bolt flat metposts post holders http://cgi.ebay.co.uk/Metpost-75mm-...den_Structures_Fencing_CV&hash=item19c54fb4ae every few steps, add a couple of rails and vertical timber boards, cut off to follow the slope?

Or what about having the fence on your side of the steps and just sticking a gate (or opening) top and bottom?

Will the deeds of the properties allow you to erect a fence / divider on the steps?
