Fencing help

Looking for some advice. I need to replace the fencing and on the opposite side is a pavement which is raised relative to my garden height level.

The problem I have is that the sub base of the pavement extends into garden. The previous fencing has been fixed using square anchor supports that have been bolted into the cement sub base.

Although easier, I want to avoid using these as all the lateral force will be on a small area at the bottom of the post, in which the anchor plate could easily be a failure point.

My idea is to use a disc cutter and breaker to cut a small section out of the sub base to slot a post in, followed by postcrete.

Has anyone else got a better idea?

Do a test hole and see how it goes.
 
Why is the pavement foundation on your side of the boundary? Is it maintained by you or the Council?
