I believe that there is a regulation that states if the measusurement from the floor is less than 800mm then you need to install toughened glass. Is this measurement to the sill or the actual glass itself?

Having all these regulations is a pain in the neck, until you have seen people lose the use of their hand as a result of falling through a sheet of glass, severing the nerves and tendons in the wrist.
