Fill Elevated Concrete Pond

Hi Guys,

I have/had an elevated pond that i removed the pond lining and i wanted to fill the hole so that it is a level smooth surface to have a bbq on. I didnt really want to fill the rest of the hole with just concrete. Can i fill with hardcore sand and then concrete and what sort of thickness layers of each should i have.
