Our driveway is just road planings packed down, more added every few years.
A few potholes are starting to appear and will only get bigger as they are driven on - one especially where you make a turn and it gets chewed up.

I can't source planings in small amounts so what is my best bet? Gravel, crusher, ...? I don't mind having to keep topping it off through the winter.

Not sure but here's a thought,. In the turn area can you add a surface if that is the main issue? Maybe get some basic council slabs and nest them in the surface.

In an ideal world having it properly surfaced would be great but the cost is very high. We managed to get the council to do the bottom bit when they worked on the road and it's so much better.

But yes, possibly - though that sounds like a job for the spring/summer. In maintenance mode right now for the winter :)
