Filling the gap under valley edge tiles

The tiles that border our valley gutters have a sizeable gap under them. They are not mortared.

There's enough space in there for birds to nest, which is not ideal, so I want to fill the gap with mortar.

Is it OK to first put some expanding foam in there as a backing? Otherwise it's going to take a lot of time and materials to fill, and I know from (limited) experience that the mortar will tend to slump out unless it has something to fix against.

Expanding foam may lift the tiles up, block it out with a stiff mortar mix and finish it the next day.

Mortar isn't really used in valleys in Scotland anymore.

Looks like double romans. They are relatively high above the evalley so the rounded profile allows that bit too much space.

Thanks. If I used something like leadmate could I basically stick those to the valley? Otherwise I guess it means removing a couple of tiles on each side for the full length of the valleys (there are four) and nailing these onto the battens. Which ends up being a fair bit of work, but maybe that's what's needed.
