Finish at base of wall

I'm re-grouting original tiles on my exterior porch and the mastic at the base of the wall is in a real state. I'm in the process of removing it and I'm left wondering whether I should replace it.
I've had conflicting advice.
I was told that there shouldn't be mastic there so I shouldn't replace it.
I've been told by someone else that it should be replaced to keep damp out.
It's above ground level so nowhere near the damp course, but there is quite a gap in places.
So - replace our not? If yes, then with what?
