I have a strange situation where a once detached garage has had the 1.5Metre gap between itself and the 2 story house roofed over (as an extension of the flat garage roof) with access doors to front & rear gardens at both ends making a sealed passage. The original kitchen back door also opens on to this passage together with a side pedestrian garage door. The garage floor is about 500mm below the passage floor.

Does anybody know if the garage door in this situation needs to be fire rated ?

I should mention that if it were the fire would simply burn through the flat roof structure above making it somewhat superfluous IMOP

And you would exit the kitchen door (ie the means of escape route) into a raging fire.

Garage is now attached and adjoins a room, this requires a fire door
