am fitting a suspended plasterboard ceiling for a customer and would like to know if they should need fire hoods for their new downlighters? original ceiling is plasterboard and staying, nothing above but a flat roof. would like to advise them correctly (and know for myself for the future).

Firehoods, why??

If the ceiling is not a firebreak or does not form part of a fire compartment then firehoods are not necessary..

Your issue will be maintaining the thermal integrity of the roof insulation that will be between the ceiling and the flat roof. Also, you must prevent moisture being drawn into the roof space by the downlights. The moisture will condense and the resulting wetness will rot the roof. So use downlights that comply with Building Regs Part C (part L too IMO).
