Fire rated Downlighters

Can someone please clear up for me where fire rated downlighters are required in domestic situations.

If they are installed in flats with concrete floors and the ceiling is dropped down and plastered etc, would they be needed as the integrity of the ceiling above has not been compromised.

If installed in a private house are they needed at all as long as it isn't converted into flats .

i think that they are required where there is a high likelyhood of combustion, such as in a garage, or in a kitchen..
both places I'd never fit downlighters anyway.. 8ft fluorescent in the garrage and if need be, spots on a bar in the kitchen so you can aim them a bit..
 
In an ordinary house they are needed in the following locations/situations:

1) The ceiling of an integral garage.

2) If there are more than 2 floors, so a 3+ floor house or a 2-storey house with a loft conversion.

3) Anywhere a BCO says you have to have them if it's too much bother or too risky for you to want to argue with him.
 
Basically, if you compromise the integrity of a fire barrier, such as a fire rated ceiling, then you must maintain it's fire rating, by selecting the correct type of fitting suited to the particular installation..
