Fire safe evacuation window

Not sure I have described it correctly but I am looking to replace a window in a Studio flat.(ground floor)
The flat current has a single entrance/exit point: the main door.

I would like to replace the existing window with one which could be used as an evacuation point. the current window only has one top owner. The main part is a fixed pane of glass.

The dimensions are 90cm (w) by 119cm (h). There is another challenge...When outside the flat, there is a boundary wall near this window. It is 65cm away from the window (measured from external wall of flat to this boundary wall). Depending on the window design, this may prevent the window from opening fully.

Can I please have your thoughts on the type of window I should replace this with. Thanks in advance.

How high is the cill off the ground, internally? Assuming you get out of the window if you escape into this gap between your boundary wall and house wall, can you then escape safely from there?
