Fireplace surround

I was advised that in order to install/replace the existing open fireplace with a stove I would have to remove all the wooden panelling to the front and side of the chimney.

Reading the regulations it seems that a 300mm distance is required for combustible materials. Therefore this seems excessive.

Does anyone think that I could get away with replacing just the lower panelling and leaving the mirror/wood above?
I’m happy to install a new stone fire surround.
