Never fitted one but it should work as long as you can get the end of the spout off (just the last 20mm or so) usually hand tight but stuck with scale in most cases. Try suspending a container containing vinegar (white is best but malt will do) over the spout so the end is immersed overnight, then try to unscrew the tip with a rubber glove or one of those grippers for screw top jars. Just remember to flush the spout before filling the kettle or you tea will taste like a chip shop!;)

Set of grips with a cloth around the spout to avoid scratching, grip just tight enough to stop slipping.

If this is the drinking water supply tap then it must not allow hot and cold water to mix in the spout. There must be two seperate channels all the way to the end of the tap.

Contaminating your drinking water with water from the hot water supply is not healthy.
