Fitting cable outlet for the electric towel rail

I have tiled wall in my bathroon where the towel rail is fitted. I plan to install an electric heating element into the towel rail and would like to install a cable outlet box where the connection to the heating element will be made.

My question is that can I install the cable outlet on a 16mm surface box on the skirting boards. I know you are now allowed to install switch sockets on skirtings but can a cable outlet box be allowed?
