We moved recently to a house, where the wooden handrail at the top of the staircase was driven straight into the wall, by drilling a hole into the concrete block.

The problem is that after a while, the handrail became wobbly and the plaster around the area where the handrail enters the wall started falling off. It seems that it was patched previously as well.

What's the best way to fix this, without using a half newel?

Angle bracket attached to the underside of the hand rail and the wall. Use a long, narrow heavy duty bracket (say 70 to 90mm long and fairly thick). If needs be chop out some of the plaster so that the bracket goes straight to the timber stud or masonry beneath (hide by making good the plasterwork afterwards with filler)
