I'm looking for advice on the best way to create a flat roof balcony. Timber balustrades. Possibly ceramic flooring or maybe timber boards. 5.000 x 15.000m. Thanks.

Big terrace. Do you have planning permission?
The biggest headache is the handrail and fixings. This has to be done with care and thought otherwise you will end up with either a leaky roof or a flimsy hand rail. Get a designer to do something for you. I'd look at metal alternatives to wood or steel and glass.
As per Noseall you would be better getting something fabricated to your needs.
