Flooded Floor

just move to a house and noticed some damp so i took up carpet to show a false floor, and so i took that up and notice the floor boards were rotten..
I looked underneath the boards and the joist and brickwork were soaking wet...
We had some heave rain and now i understand why the area below the house is covered in a foot of water so what do i do
would aconcrete floor stop this ..I know i am soting out the drainage but i really could do with some help on this as some builders around these parts are not that reliable
and advice would be great

If your floorboards are rotten as opposed to just wet then this is a long standing problem which a concrete floor in itself isn't going to sort. You said you have drainage issues to sort so I'd get that looked into first, That may be the answer and a simple replacement or drying out of the existing floor might suffice.
