70s bungalow.

After removing the carpet, I find that a small section of floorboards is not nailed down and can be esaily removed to show the floor void below (there's a pile of cement down there which the builders left behind!)

What's the purpose of this "trap hole" in the floorboards?

Could be anything, inspection for electricial junction box or central heating pipe, hiding money!, check the condition of the floor joists and so on.

There is another "trap door" in the living room. I suppose it may be for access to electrical works & plumbing pipes.

if they are big enough and the void is deep enough as said above you would be able to crawl under the floor for accsess to all the pipes and wires

It is known as a Crawl Space and are just for the above reasons and also to allow plenty of airflow below the joists.
