Floor Tiles

I have a block paving floor which is very loose it was only held in place by a thin thin layer of tar.The damp has got through and into the wood
My plan is to take up the floor and lay tiles
The problem is the floor will have to be raised the thickness of the wood block
Any suggestions?
Is it to thin to skim cement?

When you say screed do you mean a dry mix?
Could I use self levelling cement and which type is the best (ie easiest)
There is a thin layer of tar left do I have to get all of it off or will the cement take to it ok
