Recently moved into property and contacted my h a as I could feel dips in the floorboards etc. Workman coming today so I has to pull the carpet, where work has been done previously, it's just patches not level with the existing floorboards with screws sticking out. Is this normal or shoddy work

its typical of plumbers and electricians who have obviously taken up boards in the past and not bothered making any effort putting them back down again

The boards need taking up, they may need some bits of wood screwed in to support the cuts, then put back down properly........do ask them to be careful not to hit any pipes or cables, I bet under those floorboards its spaghetti junction

when I was replacing the radiators in my upstairs it actually helped me as all the floorboards where the heating pipes had been run were all loose with no screws, nothing.

The screws are through the carpet now and I have to replace the top floor, 2 bedrooms landing and large bathroom. And all the ha say we're not responsible

See it all the time from lazy plumbers and sparks. We fix all floorboards before laying plywood or underlays.

what exactly are you trying to achieve??
what finish are you aiming towards as in the boards as finished visible treated surface [complete re-do] or level for further covering??

Fixing the boards down properly should deal with the unevenness and the protruding screws.

You can paint the route of cables and pipes on the boards to reduce the amount of future damage.
