Just had an extension built and the floor level is below dpc,the council did not seem to be interested.The builder said it was because my old dpc was at a different level,as a result the floor slopes about 45mm over 3m.

It does not matter if the floor is lower than the DPC, as long as there is no chance of damp getting through on the bit of wall between the floor level and DPC level
Unless you have a timber floor, or if concrete, your builder has run the DPM up the wall and tucked it in the DPC, or unless he has formed some other elaborate detail there, then you need to find out what measures he has taken to prevent dampness at this point

Bit of a typo there, me thinks.
DPC should be level with or below internal floor level, and the dpm should be lapped with the dpc.
Otherwise, as ^Woody^ says.

Dpc on external leaf must be a minimium 150mm above finished ground level. (To allow for splash etc)
Internal leaf your dpm under the floor should come up and tuck under the inner wall at fllor level. If a timber floor below wall plate but above cavity infill to your weep holes.
