Flush pipe thing?

Hi all,
Needed to replied flush fill valve. That all seemed to go well. But in the process noticed the flush pipe was leaking at both pan and cistern ends.
The rubber grommet/seal at the pan end looks like it needs replacing.
I think the pipe might have been cut too short as well in the first place and might replace.
It's a 90degree 2inch into 1.5 pipe.

At the cistern end I can't get in to check any washers etc because I can't get the flush cradle because of this thing. Pictured. How does this come off?
