Found an old window behind wall - can I reinstate without planning?

I found this old window during a kitchen demo. It looks onto the front / driveway of my neighbours semi detached houses (which are about 50/60ft away). They have no front garden and large back gardens so it’s not invasive in that sense.

Is it possible to reinstate this old feature without applying for planning permission?

We are in a conversation area so I’m assuming not likely.

If its part of original construction of house probably pd but building regs will require certain insulation and size requirements. Position might differ if a listed building ( but arguably a strong case if you are reinstating a historic feature). Speak to your local council or take the risk at your own risk

Any sign of it from outside?

Red window in the illustration and the second pic is a close up.

Neighbour complained about blue illustrated window in initial plans (which got approved anyway). The red window is fairly hidden behind a sparse bush (that we don’t own) so not exactly invasive.
