from one hell to another with the driveway

Im doing my driveway taken the old tarmac off and all the builders rubbish left behind under it. one end has sunk a few noticeable inches the other hasn't but i think this is cos of all the rain, whats the best way of moving forward? my plan is to hire a compactor on the next dry day compact it put back the cement and hard brick as some hardcore compact that then lay my drive

any other ideas?
