Front entrance tiling fitted with slope

Hello all , I need some advice.

Had my front entrance tiles fitted and on a rainy day we noticed that at the top and bottom row a water puddle is created meaning there is no slope.

When we told the tiler, he came over and opened a small hole on the grout and said the water can leave from there.

In my view , he wrongly fitted the tiles and didn't even consider creating a slope so the water can flow to the pavement.

His view is, nothing can be done and the hole should help.

I have refused to pay him so far as I need to make sure I have a leg to stand on if I take him to court or pressure him in actually fitting the tiles correctly. Whether that mean he needs to remove everything and refit it . They are expensive tiles so it will end up costing him more than the job itself as I am definitely not willing to pay for new tiles.

I'd appreciate any help on the matter
