Gap at the bottom of upvc window, is this normal?

Hi Folks, I had a cracked piece of upvc bead at the bottom of my living room window that I had to change, when doing this I noticed that there was a 30mm gap between the lowest part of the window and the concrete cill. I've attached pictures. Is this normal or has this been a window that wasn't measured to fit properly and this is what the fitters have had to do?

I've checked other windows and they are the same, no wonder my house is freezing.

Any advice would be greatly appreciated.[/img]

it may be that the concrete cills are stepped up higher at the back edge. if they are filled with expanding foam then covered with a trim then should be no problems draught wise i would make sure that the windows are sealed properly all round behind the cement reveals though
