Garage conversion

Hi, I've an attached garage to my house, built about 15 years ago. Plan to convert 1/2 of it into a den for the kids. It already has a window in place, cavity wall and, I presume, a damp proof course.
There's a step down into the garage and I want to have level access. Plan to put down a damp proof membrane (big plastic sheet!), put up a stud wall, frame around the floor with 9x 2 inch timbers and hang 6 x 2 joists across the span (about 3 metres, supported by 2 "legs" attached to each joist. Plan to staple netting across underside of the hanging joists to support glass fibre insulation.
I say this like I've a half idea of what I'm talking about. I don't!
Wondering if I need to leave ventilation gaps between this new room and the remaining garage to correspond with the 3" gap between the membrane covered concrete floor and the hanging insulation.
Will probably put chipboard floor on top of the joists. One of the kids has asthma and wonder if I need a membrane between top of the joists and the chipboard? The kids are active and I presume they'll manage to raise dust from somewhere.
