Assuming there is an internal doorway between the garage and the house there must either be a min 100mm difference or the garage floor must be sloping away from the internal door towards the outside garage door.
If there is no internal doorway between the garage and the inside it is a moot point.
If there is no door there is no issue, you can have the garage floor level higher than the house floor level if you wish. The whole point of the level difference or fall away from the internal door is to prevent burning liquids like fuel entering the property. So if you have a wall between your garage and house this cannot happen anyway can it?
