I am planning to reroof my garage with exterior ply and then get it felted.

Would 12mm ply be strong enough? The roof has a low pitch to it and there isn't any load to it.

Also, I have seen Brazil PLy, is this the same as exterior ply?

Sorry no, the roof need to be stronger for the roofer to walk on, 19mm is the minimum thickness.
 
I had been told that but there didn't seem to be much difference in 12 and 18 mm (I presume 18mm is thick enough?)

Do you know if there is any difference in exterior ply and brazil ply?

The problem with 12mm when walking on it, the butt end joint open up slightly because the boards is bending due to your weight and therefore will give hairline crack thru' the bitumen felt.
 
With the new regulations you should use ply with has a CE marked, a better alternative would be 18mm OSB 3 Smart Ply which exceeds the regulations and is a lot cheaper. Here’s their website

Yes, sorry I meant 18mm. I was thinking 3/4" plywood sheet as 19mm is 3/4" !
