Garden path process

Just a couple of questions. We want to lay a path from the house to the shed and will be using some old 600x600 slabs that we have.

As the shed is on a slightly raised concrete base and I want the slabs to finish 1 inch below the top of the shed slab, I believe I only need to dig down about 3 inches and fill with type 1 mot, whack it down and bed the concrete slabs on 1 to 2 inch bed of mortar.

So, wanted to know what mix of mortar would I use and what would I use as shuttering to stop everything moving when wackering? Also can I leave the shuttering in place when all done?
