Garden wall base and mortar calculation ?

Hi all,
Haven't built a wall for many years but due to help friend build a small retaining wall for a 'sloping up' garden.
It'll have a couple of bends in it but equates to about 164" long and will be about 12" high, 9" thick (double row of bricks) with bricks on their sides as a top (apologies for my ignorance on terminology !).
My questions are:
1-how thick should the base be ? I believe about 4" concrete with some hardcore underneath. Not sure of quantity of concrete required but think I can practically do this from 25kg bags from DIY stores rather than jumbo bags ?
2-what would the mortar amount needed (or how do I easily calculate) ? Again, how do I easily calculate and maybe also just buy as 25kg bags ?
3-would the work necessitate a mixer or could I easil mix in a wheelbarrow ?

164ins = 4170
Foundation 325mm deep below ground level x 300mm wide. 100mm concrete in bottom. No hardcore under. 9no 25kg ballast, 2 dust.
Brickwork. 3 course below ground 3 course above ground and brick on edge. Bricks required 278no. No waste allowed for in brickwork.. Soft sand 10no 25kg, 2 dust, small keg admix.
Mix in barrow.

For a wall a small as this, I'd go no more than 9" deep with 4"concrete. And just as wide as the wall.
