Garden wall

I currently have a garden wall that’s 1.8m tall. I want to replace the trellis with a 5ft fence into the wall.

The neighbours garden is about 4ft lower than mine at the patio

Is this allowed, does it require planning or building control notice to do this.

Don’t want to just put it up and risk anyone complaining to the council and then have to rip it down

As it is you have a fence that is probably secure and a trellis that allows the wind to pass through. I don't think you would need any PP for a fence <2m on your side, BUT I would think carefully about how you are going to anchor it securely if the ground the other side is 4 foot lower. I think if I wanted a bit more screening I would look at a different option
 
So would building control look at my side or the lower side in terms of height allowance.

Not sure how it works, might have to speak with building control

I would anchor it from the wall
