Could you tell me if the gas supply is likey to be on or off when the pipe is in a vertical poition and the lever at right angles as in the image below:

Off, as explained on the yellow handle 
Yes, with the handle in that position, the gas supply would be off.
But the handle of the emergency valve should fall to the off position.
So if the lever goes to the position as in p the picture then OK.
If it goes past this position then valve is in wrong way and needs to be sorted out.

according to this pic the gas supply is on then - there are no markings on the handle in my case - so wondering if it would be a standard poition for off and on regardless of markings
the handle in my kitchen doesn't go further upwards than the position shown on the pic - only downwards.
so maybe the valve is actually in the wrong way....
Any chance of a pic of your valve?
Does the valve spindle not have a slot engraved on the end?.
On mine at home, I have a marked line though on the centre on the nut/bolt that holds the handle on.
If the line is showing up, then the gas is on
if it is flat, then the gas is off.
If the line is showing up, then the gas is on
if it is flat, then the gas is off.
